La d\u00e9gradation de la qualit\u00e9 des ressources est li\u00e9e \u00e0 des facteurs environnementaux d&rsquo;origine naturelle (\u00e9rosion), indirectement provoqu\u00e9s par l&rsquo;homme (d\u00e9forestation, mauvaise gestion dans l&rsquo;am\u00e9nagement de l&rsquo;espace) ou suite \u00e0 des actions directes de l&rsquo;homme sur la nature (pollution, notamment due \u00e0 l\u2019absence d&rsquo;assainissement). Par ailleurs, les conflits li\u00e9s aux diff\u00e9rents usages d\u2019une ressource en eau (irrigation, eau potable, usage industriel&#8230;) sont fr\u00e9quents, et la majorit\u00e9 des projets de r\u00e9alisation de captages pour l\u2019eau potable y sont confront\u00e9s.<\/p><p>Dans ce sens, une revue sectorielle a \u00e9t\u00e9 programm\u00e9 afin de voir les r\u00e9alisations et les r\u00e9sultats atteints de chaque acteur en mati\u00e8re de EAH pour l\u2019ann\u00e9e 2021, les contraintes et le\u00e7ons apprises ; discuter des points strat\u00e9giques de chaque axes d\u2019actions d\u00e9finis dans le contrat de performance ; et d\u2019ins\u00e9rer la gestion Int\u00e9gr\u00e9e des Ressources en Eau (GIRE) visant la pr\u00e9servation de la qualit\u00e9 de l\u2019eau et \u00e0 l\u2019utilisation rationnelle des ressources.<\/p><p>La revue sectorielle du 07 et 08 D\u00e9cembre 2021 avait pour objectif d\u2019obtenir des r\u00e9sultats d\u2019\u00e9valuation de performance du secteur relatifs aux documents strat\u00e9gique en vue de coordonner, d\u2019harmoniser et de programmer les actions \u00e0 venir.<\/p><p>D\u2019une fa\u00e7on sp\u00e9cifique :<\/p><p><strong>Les objectifs sp\u00e9cifiques visent \u00e0\u00a0:<\/strong><\/p><ul><li style=\"list-style-type: none;\"><ul><li>Pr\u00e9senter la situation et l\u2019\u00e9volution de chaque sous-secteur\u00a0;<\/li><li>Identifier les probl\u00e8mes et contraintes majeures rencontr\u00e9s par chaque sous-secteur\u00a0;<\/li><li>Promouvoir le d\u00e9veloppement de partenariat\u00a0;<\/li><li>Etablir et programmer les actions prioritaires de chaque sous-secteur\u00a0;<\/li><li>Renforcer la communication et le syst\u00e8me d\u2019information au niveau du secteur.<\/li><\/ul><\/li><\/ul><p><strong>Activit\u00e9s entreprises<\/strong><\/p><ul><li>Pr\u00e9sentation des activit\u00e9s, entre autres la situation actuelle du secteur, l\u2019\u00e9volution des activit\u00e9s pr\u00e9vues dans chaque sous-secteur ;<\/li><li>Pr\u00e9sentation des probl\u00e8mes, des contraintes, et des solutions identifi\u00e9es par sous-secteur ;<\/li><li>Identification des activit\u00e9s prioritaires \u00e0 r\u00e9aliser dans les 12 prochains mois afin d\u2019ajuster et mettre \u00e0 jour les strat\u00e9gies du secteur ;<\/li><li>Sensibiliser les parties prenantes\u00a0;<\/li><li>D\u00e9finir l\u2019apport et\/ou engagement de chaque acteur pour la r\u00e9alisation des activit\u00e9s prioritaires\u00a0;<\/li><li>Cr\u00e9er un comit\u00e9 ou plateforme de suivi-\u00e9valuation de la mise en \u0153uvre des activit\u00e9s prioritaires\u00a0;<\/li><li>Introduire la version am\u00e9lior\u00e9e du syst\u00e8me de suivi et de planification du secteur SE&amp;AM\u00a0;<\/li><li>Pr\u00e9senter les plans d\u2019investissements en Assainissement issues des \u00e9tudes SDAUM dans les 8 villes concern\u00e9es.<\/li><\/ul><\/div>\r\n\t\t\t\t<\/div>\r\n\t\t\t\t<\/div>\r\n\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t<\/div>\r\n\t\t<\/div>\r\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-top-column elementor-element elementor-element-47cf37a\" data-id=\"47cf37a\" data-element_type=\"column\">\r\n\t\t\t<div class=\"elementor-column-wrap elementor-element-populated\">\r\n\t\t\t\t\t\t\t<div class=\"elementor-widget-wrap\">\r\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-913c915 elementor-widget elementor-widget-text-editor\" data-id=\"913c915\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\r\n\t\t\t\t<div class=\"elementor-widget-container\">\r\n\t\t\t\t\t<div class=\"elementor-text-editor elementor-clearfix\"><p>In order to achieve the 6th Sustainable Development Goal (SDG6), the Malagasy government has adopted the following water, sanitation and hygiene targets for 2023: 60% of the Malagasy population have access to drinking water at a socially acceptable price; 90% of Malagasy no longer practise open defecation and adopt the practice of hand-washing with soap as part of the implementation of the Madagasikara Madio program; 55% of Malagasy use basic latrines.<\/p><p>In this context, questions of water quality and the distribution of its various uses are frequently raised. Deterioration in resource quality is linked to environmental factors of natural origin (erosion), indirectly caused by man (deforestation, poor land-use management) or as a result of man&rsquo;s direct actions on nature (pollution, particularly due to the lack of sanitation). In addition, conflicts linked to the different uses of a water resource (irrigation, drinking water, industrial use, etc.) are frequent, and the majority of drinking water catchment projects are faced with them.<\/p><p>To this end, a sector review has been scheduled to review the achievements and results of each EAH player for the year 2021, as well as constraints and lessons learned; to discuss the strategic points of each axis of action defined in the performance contract; and to insert Integrated Water Resources Management (IWRM) aimed at preserving water quality and the rational use of resources.<\/p><p>The aim of the sector review on December 07 and 08, 2021 was to obtain the results of the sector&rsquo;s performance evaluation in relation to the strategic documents, with a view to coordinating, harmonizing and programming future actions.<\/p><p><strong>The specific objectives aimed to :<\/strong><\/p><ul><li>Present the situation and evolution of each sub-sector;<\/li><li>Identify the major problems and constraints encountered by each sub-sector;<\/li><li>Promote partnership development;<\/li><li>Establish and program priority actions for each sub-sector;<\/li><li>Strengthen the sector&rsquo;s communication and information system.<\/li><\/ul><p><strong>Activities conducted<\/strong><\/p><ul><li>Presentation of activities, including the current situation in the sector and the development of planned activities in each sub-sector;<\/li><li>Presentation of problems, constraints and solutions identified by sub-sector;<\/li><li>Identification of priority activities to be carried out over the next 12 months in order to adjust and update sector strategies;<\/li><li>Raise awareness among stakeholders;<\/li><li>Define the contribution and\/or commitment of each player to the implementation of priority activities;<\/li><li>Create a committee or platform to monitor and evaluate the implementation of priority activities;<\/li><li>Introduce the improved version of the SE&amp;AM sector monitoring and planning system;<\/li><li>Present the sanitation investment plans resulting from the SDAUM studies in the 8 towns
